Some difficulty is experienced here in dealing with cases of Aliens of neutral or allied origin who apply for the endorsement of their passports to enable them to travel to Hong Kong or the Straits Settlements or through these places en route for some other destination.

unknown to ug here and the usual procedure is to make enquiries of Scotland Yard and H.I.5. before the passport is endorsed. Cases, however, arise especially in the case of Japanese subjects returning to Japan via Hong Kong where the circumstances appear to be those of a perfectly bona fide transit journey, but where the passport is only presented within 24 hours of the departure of the vessel on which the passage has been arranged.
It is naturally very difficult to refuse these applications and quite impossible to make the necessary enquiries at such short notice and, although we usually insist on the requisite 7 days notice being given, it is thought that it may be possible to make some arrangements with the Departments of our Office concerned to deal with emergency cases that arise.
We should also be glad of the views of the Colonial Office generally on the question of visas for Aliens proceeding to British Colonies and Possessions (excluding the Self Governing Dominions and India) and on the procedure to be followed in such cases. So far we have only been notified that a British visa should be obtained for Hong Kong and the Straits Settlementours sincerely,
